INGA Talent is led by Delphine Barringer-Mills and Chemu (Jacqueline) Sambu. Two senior practitioners whose backgrounds span international development, philanthropy, and executive search. Both bring fluency in the world you operate in, paired with the craft of search itself.

Chemu (Jacqueline) Sambu
FOUNDER
Chemu has spent more than a decade building the talent systems, leadership pipelines, and organisational foundations that allow mission-driven organisations to do their best work. Her career has taken her from EY, where she worked on large-scale HR transformation across the public and private sectors, to One Acre Fund, where as Global Head of Talent Sourcing she led senior hiring across ten countries, strengthened leadership depth and gender diversity, and helped launch a Management Trainee Programme in partnership with the Mastercard Foundation. In 2024 she founded Tai Talent Matters, a boutique HR advisory firm supporting high- growth and mission-driven organisations across East Africa on executive search, HR transformation, and organisational performance. Her clients have included One Acre Fund, World Bicycle Relief, and Buildher. Earlier roles at Liquid Intelligent Technologies and EY focused on job evaluation, competency frameworks, and culture transformation, helping organisations better understand, develop, and reward their people. Based in Nairobi, Chemu brings deep regional knowledge and a practical understanding of how leadership, culture, and performance intersect in growing organisations.

Delphine Barringer-Mills
Delphine has spent more than twenty years at the intersection of international development and talent, first inside the sector and later as one of its most trusted search professionals. She began her career with Médecins Sans Frontières in 2002, working as a human resources officer in Sudan and Haiti. That field experience shaped her understanding of what it takes to lead in environments where the work is difficult, the stakes are real, and the usual support structures do not exist. Her career later took her through Land O’Lakes International Development and Mercy Corps, where she led recruitment for complex donor-funded programmes across Africa, Asia, and the Middle East. Those years provided deep exposure to the realities of donor infrastructure and the broader development ecosystem. She moved into executive search with SRI Executive before founding DBM&Co in Brussels in 2024. Her successful engagements have included roles for the IKEA Foundation, SNV, Winrock International, Mercy Corps, and Venture37, with placements spanning food systems, climate and resilience, agriculture, public health, economic development, and impact investment across four continents. Delphine is a native speaker of both French and English and is fluent in Italian.
